• Will Regional governments be stronger if they can just elect their Chief Ministers?

    Although it seems the USDP proposed bill gives more power to the States/Regions since they can elect their own Chief Ministers rather than appointment by President. However, the hegemony of Central Government will continue over the regional governments via the financial ways.

    The report of Joint Public Accounts Committee (JPAC) on the Union Auditor-General Office’s findings about Constituency Development Fund for 2017-2018 fiscal year was released on 6 February. Constituency Development Fund allocated 100 million MMK for each township and the fund is managed by the township’s MPs.

    The parliament has just approved the budget on 13 September, cutting down only 0.92% of the total amount proposed by the ministries. A total of 20 different budget assessment teams of the parliament worked to chunk down the government budget proposals since the start of the ninth regular session of the parliament that started on 23 July 2018.

    The Union Government ministries submitted the budget proposals to the parliament on 23 and 25 July. They are now under the scrutiny of 16 budget assessment teams of the parliament. The Bill Committee and the Public Accounts Committee will compile the results and report back to the parliament soon.
