    The principles and rules of procedure concerning revocation of registration certificates by the MC should be reconsidered. As a general principle for all good laws, avenues of redress must be created so that medical practitioners can appeal such decisions to a higher authority, perhaps to the Ministry of Health and Sports (MoHS), and beyond that in the courts.

    Registration certificate can be reapplied after being revoked. The original law has said that a registered medical practitioner could be deleted from the registration for the use of prohibited drug, the violation of offense and the absence of ethics, but there is no clause about reapplication. However, this amendment bill claims that those doctors could reapply after acknowledging and changing themselves and the council would reconsider to issue the registration certificate.

    Currently, as Myanmar is torn with the prolonged civil war, there should be no hesitation in helping local people, the internally displaced and any others caught up in conflict. Unnecessary hesitation could lead to worsening injury and loss of life. Therefore, to hasten the provision of life-saving care in wartime, permission, if required, should be simply applied for in one place, whether the MoHS or the MRCS.

    The Petroleum Testing, Drilling and Processing Bill was submitted in 2018 but the Hluttaw did not discuss it. The 2019 Bill is a new version of the previous one, and is more systematic through the reduction of some clauses. In addition, since the Bill incorporates a clause for public information about contracts, it appears to provide a constructive step to counter criticism from the general public and civil society organisations about lack of transparency. However, the bill has other weak points.

    The contract must be made with the supervision of supervisory committee members and other witnesses, and the quality of agricultural products will be examined by the agricultural department. Supervisory committees have to monitor the development of contract farming, and the regional committee will support this with a research team.
