The government has submitted a Educational Research, Planning and Training Bill is among the bills that had been sent to the Pyidaungsu Hluttaw (combined house) but it has not been discussed yet at the parliament. The bill covers the formation of a Council and a Committee despite the lack of details.

The bill states that its objectives are to collect better education statistics and to develop a curriculum framework for basic education, curricula and syllabi in line with the National Education Policy. It is also aimed at improving capacity of teachers and administrative staff under the Ministry of Education.

The government will have to form the Educational Research, Planning and Training Council with the Union Minister for Education, the deputy minister, the director-general of the Department of Educational Research, Planning and Training, heads of relevant government organizations, rectors of the Universities of Education and an external education expert and an external educational planning specialist. The council is responsible for approving the research projects and spearheading the educational planning.

The council will form the Education Research, Planning and Training Committee with the director-general of the Department of Educational Research, Planning and Training, the deputy director-general and deputy directors-general of relevant government organizations. The committee will “conduct educational research programs for education sector development and collect better statistics in education sector and report to the council. It will also be responsible for issuing education indicators, developing the education management information system, and collaborating with international organizations. The committee will have to submit an annual report to the council.

The Department of Educational Research, Planning and Training will be mandated to receive aids, loans and in-kind donations for its operations. The department will act as a secretariat for both the council and the committee.
