    The Petroleum Testing, Drilling and Processing Bill was submitted in 2018 but the Hluttaw did not discuss it. The 2019 Bill is a new version of the previous one, and is more systematic through the reduction of some clauses. In addition, since the Bill incorporates a clause for public information about contracts, it appears to provide a constructive step to counter criticism from the general public and civil society organisations about lack of transparency. However, the bill has other weak points.

    The contract must be made with the supervision of supervisory committee members and other witnesses, and the quality of agricultural products will be examined by the agricultural department. Supervisory committees have to monitor the development of contract farming, and the regional committee will support this with a research team.

    If the bill is approved, the Animal Health and Development Law 1993 will be revoked. The 1993 Law was the first law seeking to regulate livestock following Independence. Before this, there was the Live-Stock Importation Act 1898, the Glanders and Farcy Act 1899, the Dourine Act 1910, the Prevention of Cruelty to Animals Act 1930 and the Animal Pests Act 1939.

    Holding a by-election for vacant seats is essential in order that voters from that constituency have political representation in the Hluttaw. The importance of members of the public remaining properly represented in their parliament should be the core consideration when reviewing any changes to by-election rules. Handing full powers to the UEC to determine when to hold by-elections, without clear time limits, makes the UEC less accountable to constituents and risks leaving the UEC open to manipulation for political ends.

  • Summary: Region/State Budget Preparation and Reporting Bill

    When the State/Regional Government submits its budget estimate to the respective Hluttaw, this Bill requires that the following be included: budget estimate and summary table, Region/State Chief Minister’s recommendations, background and context from government officials, a clear description of the budget summary in accessible language for the public, plans in the Region/State for investments and taxation, and grants and loans to the Self-Administered Division or Region/State.
